Here is my model answer for the TEST ONE Task One in Cambridge IELTS 9. Many of my students had problems with this one so I thought a model answer might help.
This Task requires you to describe the changes to an island. There is not much to say about the island before development, so I have focused on the construction, and used PASSIVE (the jetty WAS BUILT) because we don't know who did the action in most cases.
I have made sure to mention the buildings and transportation. I have tried to use a RANGE of VOCABULARY, in particular using SYNONYMS (pier / jetty) to avoid using vocabulary from the map.

Model Answer:
The maps provided illustrate the tourism development
on a small tropical island. Overall, we can clearly see that there was a significant
amount of construction, including new buildings and transportation
infrastructure, transforming the island into a tourist destination.
Prior to development, the island was devoid of any buildings and travel both to and around the island may have been difficult. While there was a small beach to the west, there was no easy access to the island from the sea.
Subsequently, however, a jetty was built in the bay in the south of the island, enabling sailing boats to moor. In addition, minor roadways were laid allowing luggage and supplies to be transported from the pier to a newly-built reception center in the center of the island and to the restaurant on the north coast.
Along with the reception and restaurant, 15 small huts for accommodation were built in the areas to the west and east of the central hub. Furthermore, trails were cut to allow tourists to walk from their room to the reception area less than 100 meters away, or to the beach in the west where facilities are now available for swimming. (195 words)
